Through this Request for Proposals (this "RFP"), the Portland Development Commission ("PDC" or "we"), the urban renewal and economic development agency for the City of Portland, Oregon (the "City"), on behalf of the City’s bureaus of Transportation ("PBOT"), Planning and Sustainability ("BPS"), Parks and Recreation ("PPR") and Environmental Services ("BES") as well as the Portland Sustainability Institute ("PoSI") – together, the "Project Team" (see Section 8.0) – invites qualified and experienced firms or teams ("Proposers" or "you(r)") to submit a competitive proposal to develop a work plan for the "Foster-Lents Integration Partnership Investment Strategy" (the "FLIP Strategy" or "Project"). The FLIP Strategy is envisioned as a comprehensive investment strategy that will result in recommendations for integrated public investments to revitalize neighborhoods in outer southeast Portland, Oregon.
