Through this Request for Qualifications (RFQ), the Portland Development Commission (PDC), the urban renewal and economic development agency for the city of Portland, Oregon, is seeking statements of qualifications and development concepts from qualified development teams for the purchase and development of a one-acre site located on the corner of NE Halsey Street and NE 106th Avenue (the Property). PDC is willing to consider employing financial and other resources to ensure attainment of community goals and redevelopment objectives on the Property.
